CPE - Partnership Center for Equality, the organization "Save the Children" and the Center for Education and Professional Development "Step by Step" express their dismay and disagreement with the draft Law on granting the child-raising allowance, a project initiated by the Ministry of Labor, Social Solidarity and family.


We consider that the statement of reasons accompanying the proposed law is completely devoid of the arguments that should support and explain why the proposed law is part of the set of measures for the reconstruction of the public social insurance system. Moreover, the statement of reasons does not offer any arguments that show that the Government is considering and is aware of the effects and changes at the social level that this bill generates.
We point out some of the direct consequences of this legislative proposal:
- Deparition of the leave to raise the child until the age of 2 years, legal reality not correlated with the provisions and standards of the European Union;
- The decrease in the amount of money that the parents of a child, insured or assimilated to the insured, received for raising the child up to 2 years, from 85% of the average salary in the economy, to 35% of the gross average salary (3,223,850 ROL, 322 , RON 39);
- Negative changes in the birth policy, meaning that those with average incomes will be discouraged and those who live by the rights of the children will be encouraged;
- Not encouraging parents to take care of their children personally, with negative effects on the child's personality development.
We draw the attention of the Government that the measures envisaged to be taken by the draft law on granting the child-raising allowance are equalizing and minimalist. Compared to the changes as a novelty brought by this draft law, namely the fact that mothers or fathers can benefit from this allowance whether or not they have a job, whether or not they have contributed to the budget, we consider that these measures are not of nature to solve only in appearance and in the very short term the problems faced by the poor families in Romania.
We also express our disagreement with the public statements made by Mrs. Anca Boagiu, who explains that "women with higher incomes will be able to insure themselves in private companies" and by Mrs. Stefana Anghelescu, Secretary General of CNPAS, which concludes that parents "can pay their child for raising a child". We consider these statements to be completely unrealistic, given that Romania faces a serious crisis of social services for children up to 3 years old and in the conditions of the parents' freedom to decide what to do with the money they earn.
In the 2005-2008 government program, the Government of Romania intends to act in order to promote and protect the rights of all children. Given that children and young people represent the social group most affected by poverty, such a policy will result in failure to respect the right to survival and development of the child.

Chocolate cookie. This, my friends, is cookie nirvana.

Last year, I did these Salted Caramel Thumbprints (which I still think are the bee's knees). But about half of you got really mad/frustrated/annoyed at trying to make your own caramel to pour in the center. I completely understand; I've burnt a batch or two of caramel and it sucks.

This year I wanted a thumbprint cookie as well, and there's nothing I like better in the center than caramel. So, I decided to make it easy on you and take a little help from Mr. Kraft. Or Mr. Werthers. Whoever-The-Heck-Sells-Soft-Caramels-You-Adore. I think you'll find this version much easier. And coupled with all the other flavors and textures going on, you'll never miss the homemade caramel.

Turtle Thumbprints

Adapted from America's Test Kitchen

Cookie:
1 cup all-purpose flour
1/3 cup cocoa powder
1/4 teaspoon salt
1/2 cup (1 stick) butter, softened
2/3 cup sugar
1 large egg, separated, plus 1 additional egg white
2 Tablespoons milk
1 teaspoon vanilla extract
1 1/4 cup pecans, finely chopped

Caramel Filling:
14 soft caramel candies (I used Kraft)
3 Tablespoons heavy cream

Chocolate Drizzle (optional):
2 ounces semi-sweet chocolate (I used 2 squares of Baker's semi-sweet chocolate)
1 teaspoon butter

Combine flour, cocoa, and salt; set aside. With electric mixer on medium-high speed, beat butter and sugar until light and fluffy, about 2 minutes. Add egg yolk, milk, and vanilla; mix until incorporated. Reduce speed to low and add flour mixture until just combined. Wrap dough in plastic wrap and refrigerate until firm, 1 hour.

Whisk egg whites in a bowl until frothy. Place chopped pecans in another bowl. Roll dough into 1-inch balls, dip in egg whites, and then roll in pecans. Place balls about 2 inches apart on a baking sheet. Using a 1/2 teaspoon measuring spoon, make an indentation in the center of each dough ball. Bake at 350 degrees until set, about 12 minutes.

Caramel Filling: Microwave caramels and cream together in a small bowl, stirring occasionally, until smooth, about 1 to 2 minutes. Once cookies are removed from the oven, gently re-press the indentations. Fill each indentation with about 1/2 teaspoon of the caramel mixture. Cool on the pan for 10 minutes, then transfer to a wire rack to cool completely.

Chocolate Drizzle (optional): Place chocolate and butter in a small zip-top plastic bag. Set bag in a bowl of warm water to soften. Gently knead the chocolate with your fingers until melted and smooth, placing back in the warm water for a minute or two as needed. Snip a very small hole in the corner of the plastic bag. Drizzle chocolate over the cooled Turtle Cookies.
